On August 11, 2021, political and international law experts assembled for Understanding the President’s Treaty Powers, Senate Concurrence and Vested Rights under the recent Pangilinan v. Cayetano Ruling – the Malcolm Lecture co-organized by the UP College of Law, UP Law Center Institute of International Legal Studies, and the Justice George Malcolm Foundation, Inc. Dean Edgardo Carlo Vistan II, UP IILS Director Rommel Casis, and Foundation Chair Justice Antonio Carpio (Ret.) and Secretary Prof. Fina Tantuico, the heads of the organizing institutions, participated in the webinar.


Prof. Michael Tiu, Jr. – UP IILS International Criminal Law Program Head – facilitated the discussion of speakers that included Justice Carpio, IBP International Law Committee Chair Andre Palacios, UP Law Professor Dante Gatmaytan, and UP Law alumna Dr. Diane Desierto, a professor of law and global affairs at the University of Notre Dame. The intellectual exchange featured themes of separation of powers, the status of treaties as Philippine law, and the value of the guidelines in the Pangilinan decision.

Further making the discussion more robust were reactions from the audience which included retired Supreme Court Associate Justice Vicente V. Mendoza and retired International Criminal Court Judge and former Dean of the UP College of Law Judge Raul Pangalangan.
