Anti-OSAEC and Anti-CSAEM IRR

 

R.A. No. 11930 or the Anti-OSAEC and Anti-CSAEM Act aims to provide special protections to children from all forms of sexual violence, abuse, and exploitation, especially those committed with the use of information and communications technology. With the creation of the Implementing Rules and Regulations (IRR) committee, the IGLR was engaged by the Inter-Agency Council Against Trafficking (IACAT) and the Philippine Legislative Committee on Population and Development (PLCPD) to serve as the Committee’s Secretariat. IGLR played a substantial role in the drafting of the IRR by organizing various technical working groups and coordinating with experts to ensure that the IRR is in accordance with the law. In addition to performing as the Secretariat, IGLR was also tapped for reviews and comments by the Committee on Revision of Laws of the House of Representatives while drafting the substitute measure of the House bill revision of R.A. No. 11930. The IRR was signed last May 18, 2023 by the Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian and the Department of Justice (DOJ) Secretary Jesus Crispin Remulla.
