Code of Crimes Revision Project

In 2014, the IGLR initiated a project aimed at revising the ninety-year-old Revised Penal Code (RPC). The Code of Crimes Revision Committee proposed revisions to the RPC first, to update the same based on the latest jurisprudence and make it more responsive to the current needs of society and second, to simplify criminal law in the Philippines by incorporating the criminal offenses scattered across special penal laws into one Code.

In 2017, the IGLR transmitted a complete draft of Book One of the Code of Crimes to the House of Representatives Committee on Justice. The draft was later filed as House Bill No. 6204. The Committee thereafter commenced revising Book Two of the RPC, work on which was later suspended due to the COVID-10 pandemic.

When work resumed, the Committee reviewed previous work done on the Book Two as well as the previously submitted Book One until the entire Code of Crimes was finally approved and formally transmitted to Congress in January 2023.
