VISION

A World Beyond Law

We can try to build a better society through better laws. But laws have their limits. Better laws do not make better people. While they can suppress our worst, they can never bring out our best. While they can catch us when we fall, only Virtue allows us to fly. Thus, in the same way that a ladder is used to go beyond the ladder, we use Law to go beyond Law. We dream of a world that is not above Law or without it. A World Beyond Law.

OUR MISSION

Under Administrative Order No. 8, Series of 1990 of UP President Jose V. Abueva, the IGLR shall:

  1. Discharge the functions of the defunct Code Commission.
  2. In all areas not covered by existing Institutes, conduct studies for legislative reform and develop proposals for legislation and for administrative rule-making in cooperation with pertinent agencies of the government, so as to enhance effectiveness of government and responsiveness to the needs of the people.
  3. Continue projects of popularizing the law by establishing linkages with other institutions for the teaching of elementary knowledge in law and by translating legal materials into Filipino and the major dialects.

BRIEF HISTORY

The Institute of Government and Law Reform (IGLR), formerly the Division of Research and Law Reform (DRLR), was one of the four original divisions of the UP Law Center which was created on 12 June 1964 through Republic Act No. 3870 to be the think tank or brain trust of the government on matters of law and policy. The other divisions were the Division of Continuing Legal Education, Division of Publications, and the Administrative Division. 

During the 1021st meeting of the UP Board of Regents on 29 May 1989, it approved the Resolution Reorganizing the UP Law Complex consisting of the UP College of Law and the UP Law Center. As a result, the DRLR became the IGLR. Its first Director was Dr. Melquiades Gamboa, while its first Assistant Director was Prof. Jose Laureta. Its first two Research Associates were Attys. Merlin Magallona and Haydee Yorac.

In the 1960-1970s, the IGLR spearheaded the UP Law Constitutional Revision Project. After one and a half years, the Project resulted in a draft constitution for the consideration of the 1971 Constitutional Convention. The same draft was used by the 1986 Constitutional Commission for the 1987 Philippine Constitution. 

Over the last few years, the IGLR has partnered, among others, with the House of Representatives, Philippine Judicial Academy, Bangsamoro Autonomous Region in Muslim Mindanao, Department of Justice, Department of Energy, Securities and Exchange Commission, Department of Trade and Industry, Food and Drug Administration, Land Registration Authority, Commission on Elections, Philippine National Police, Judge Advocate General Service Reserve, Spanish Agency for International Development Cooperation, and the International and Iberico-American Foundation for Administration and Public Policies in order to help bring about a better world.

Programs, Projects
& Activities

â–¶ CODIFICATION

Fulfilling the law codification and revision functions of the defunct Code Commission, the IGLR undertakes projects to harmonize laws of the Philippines in conformity with the customs, traditions, and idiosyncracies of the Filipino people and with modern trends in legislation and the progressive principles of law.

â–¶ POPULARIZING THE LAW (POPLAW)

Projects under the POPLAW Program aim to popularize the law through partnerships with various government agencies by conducting a series of seminars and activities. These initiatives help agency members gain a deeper understanding of the legal aspects of their field, which they can then apply in their work.

â–¶ POLICY, LAW, LEADERSHIP AND RESEARCH (PILLAR)

The PILLAR Program is a dynamic, interdisciplinary hub dedicated to advancing research, policy development, and leadership initiatives that address legal and public policy issues. Serving as a key resource for government agencies and policymakers, the PILLAR Program assists in the creation and development of sustainable legal frameworks by providing strategic insights, analysis, and innovative solutions at the intersection of law, public policy, and leadership.

Core functions include: Policy Research and Analysis, Legal and Regulatory Evaluation, Legislative Writing and Law Reform, Leadership Development

â–¶ RISK AND SECURITY (RISE)

In today’s VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, individuals and societies face various evolving threats and risks. The traditional concept of state security, focused on protecting national borders and sovereignty, is increasingly intertwined with the security of individuals. Both dimensions must be addressed in tandem to ensure overall safety, stability, and resilience.

The Risk and Security Program emphasizes that the challenges within traditional and human security are not isolated but are deeply interconnected. To achieve sustainable security, both state-level protection against external and internal threats, as well as safeguarding the well-being of individuals, must be addressed through adaptive laws, policies, and strategies. Governments must balance the responsibility of defending the state from external dangers while simultaneously ensuring the protection of each person’s fundamental rights and security, tackling risks that range from economic instability to health crises and social violence.

â–¶ SUSTAINABLE APPROACHES TO FINANCIAL, ECONOMIC & ROBUST (SAFER) GROWTH

In October 2021, the Philippines unveiled its Sustainable Finance Roadmap which incorporated a whole-of-nation approach in mobilizing finance to support the transition to a clean, sustainable, and climate-resilient economy. The Roadmap seeks to address policy and regulatory gaps in promoting sustainable investments through finance, implementing sustainable government initiatives, facilitating investments in public infrastructure, and developing projects that promote sustainable financing in the Philippines.

SAFER Growth (Sustainable Approaches to Financial, Economic, and Robust Growth) aims to support this Sustainable Finance Roadmap via scholarly articles, original research, draft regulations and encouraging discussion and dissemination of information on the topic through symposia, special events, as well as training and development seminars to achieve greater knowledge on sustainability issues and the use of sustainable finance to address it.

Through SAFER Growth, we hope to increase inclusion of sustainability considerations in fund-raising and investment practices and bolster the enabling environment for Sustainable Finance.

The Roadmap seeks to address policy and regulatory gaps in promoting sustainable investments through finance, implementing sustainable government initiatives, facilitating investments in public infrastructure, and developing projects that promote sustainable financing in the Philippines.
