Last 8 April 2025, the UP Law Center Institute of Government and Law Reform (UP IGLR) held a Discussion on Key Legal Considerations in Law and Procedural Reforms on Account of Artificial Intelligence. The event gathered select students, professionals, and government officials to learn from insights shared by visiting experts from Spain. The discussion focused on exploring the intersection of legal frameworks and technological advancements, specifically in the context of artificial intelligence (AI) and its impact on law and procedural reforms.
Ms. Raquel Vicente Andres, an Associate Professor at the National University of Distance Education, Spain, discussed the impact of AI on the judiciary, noting how the use of AI may increase the efficiency of the judicial process. Afterwards, Mr. Antonio Paredes who is the Head of the Innovation Laboratory at the Spanish Ministry of Justice talked about the technical requirements of operationalizing AI in government processes, noting not only the hardware requirements but also the human requirements in ensuring the efficacy of such a procedure.
To close the Spanish panel’s discussion on key legal considerations in law and procedural reforms on account of Artificial Intelligence, Mr. Alejandro Fernandez from the Spanish Office of the Director General for Digital Transformation of Justice discussed certain processes already implemented in Spain, citing as an example the transition of Spanish government agencies from a ‘document-oriented’ justice system to a ‘data-oriented’ one.
The event then culminated in an open forum where the attendees were free to direct their questions to the panel of Spanish experts. Afterwards, said attendees were able to discuss among themselves their new understandings during lunch.
“AI is our reality; we need to be open to this new reality, but always measured and balanced,” claimed Ms. Andres, talking about how artificial intelligence can assist members of both the judiciary and the executive in administering services but reminding the attendees that such usage must be attended with great care.
